Approval of minutes from January

Warner Street Entertainment District presentation – Randy Conroy, General Manager & Senior Vice President of Harrah’s Casino (parent company of Horseshoe)

  • Master plan for the district: Trying to create an entertainment district that would attract a more regional audience and out of town customers

  • Elements

    • Paramount theatre concert venue

    • Top Golf (full scale outdoor driving range) – their first truly urban location

    • Perhaps a 200-400 room hotel (ideally in the future)

    • One building is currently undefined

  • Timeline

    • Paramount and Top Golf will have news about 2 months from now

    • It will take 18 months from start to finish (Football season 2022?)

    • Hotel and undefined piece in 2023

  • Total investment is about 250,000USD

  • Questions

    • How will it work with the existing infrastructure?

      • Public storage will stay

      • Building on 1400 Warner street (they own) will be demolished (it is in poor shape)

      • Existing structure on the space slated for Top Golf (owned by the city) will be demolished

    • How will it impact the running path behind the bus station?

      • We want to incorporate it and make everything very pedestrian friendly.

    • How will you promote the pedestrian aspect?

      • We need to make it more pedestrian and bike friendly. I envision this as a large pedestrian throughfare.

    • How will you address safety around the train tracks?

      • This is a major concern for us. Major engineering study will address this issue to some degree

    • City just awarded a grant to renovate the Middle Branch park. Will your planners try to dovetail what is recently been planned?

      • Yes (Bill’s response)

      • We want to fit in and make it one huge project that is well coordinated and in synch

    • Stormwater issue

      • Engineering study will address this

Committee reports

SWGP – Bill

  • New trash wheel next to incinerator will be on line any day now

  • Grant cycle is on now (closes in March), 40% of the funding we have had in the past.

Beautification – Megan

  • Charley Hyman helped get us the Tot lot.  I would like to plant a tree and get a plaque in his honor

  • Second plaque for Tom Light

  • Strand on solar lights on Portland and few extra strands could go to Tot lots

  • If you want to donate plants for planning in April 

  • November clean-up for community shed. Need a sign-up sheet for tools. Some issues there.

  • City trash can next to Tot lots (working with city on this)

  • Certain garden leads for certain areas. Respect these areas

ARC – Paul

  • Two Pratt Street developments [tabled]

  • Three routine projects are being handled

By laws – Paul

  • No report

Parking – Ab

  • Waiting on VPP implementation.  State of emergency still needs to be lifted. 30 days to get started once lifted.

  • Riverside is still ahead of us

  • Enforcement is not happening for most parking issues. But they are enforcing abandoned vehicles and parking sticker permits
